Sen. Joseph Gartlan Jr., D-Fairfax County, said he had not changed his mind about Kilgore's lack of qualifications to lead the state's war on crime. But Gartlan said he would not continue his opposition in light of Kilgore's overwhelming endorsement by several Senate committees.
"I got a fair hearing. The nominee got a fair hearing," Gartlan said.
Kilgore, 32, is a part-time assistant prosecutor in Scott County. Gartlan had argued Tuesday that Kilgore is inexperienced, unfamiliar with the violent-crime problems in urban centers, and too close to the gun lobby.
Kilgore was approved without dissent by the Senate along with Allen's other nominees.
Votes on the nominees in the House of Delegates have not been scheduled. All are working with the title "acting secretary" pending their confirmations.
