Charter Federal Savings Bank has hired\ JAY WILLIAMS as assistant vice president and branch manager of its Tanglewood office. He has 16 years of banking experience and previously was an assistant vice president for First Union Bank of Virginia in Salem.
\ ANNE SHORE has joined Charter Financial Services as an investment executive at the Tanglewood branch. Formerly with PaineWebber, she has more than 11 years of experience in annuity sales and brokerage services.
\ GWEN HESS GODFREY has joined Charter Financial Services as an investment executive at the Blacksburg branch. She formerly was associated with Central Fidelity and Dominion Banks.

The institute is a nonprofit organization that helps develop building code regulations throughout the country regarding steel joists and joist girders.
\ GAIL V. CLARK of Stuart has been appointed sales director of commercial and government products at Aerial Machine & Tool Corp. in Vesta. Clark was formerly sales manager for commercial products.
