OBIT PAYNE, NEIL C.

PAYNE, Neil C., 82, of Pittsylvania Co., died Sunday, January 23, 1994. He was retired from the United States Marine Corps, with the rank of major. Mr. Payne was the first enlisted man in the first United States Marine Corps Reserves to be established in Roanoke and was a past president of the Pittsylvania Historical Society. He is survived by his wife, Lucille C. Payne of Pittsylvania Co.; son and daughter-in-law, Clarence L. and Betty Tarpley of Roanoke; daughters and sons-in-law, Lynne and Richard Rausch of Leesburg, Fla., Luanne and David Osbourne of Hot Springs, Va.; six grandchildren and two great-grandchildren. Graveside services will be conducted 11 a.m. Thursday, January 27, 1994, at Fairview Cemetery with Betty A. Tarpley officiating. Arrangements by Oakey's Roanoke Chapel.
