The Panthers (9-7 overall, 3-3 in the Dixie) had a chance to win with two seconds left in regulation and the scored tied at 76, but Albert Hobbs' jumper from the left corner hit the side of the backboard.
Shenandoah (6-8, 1-4) went ahead in the first overtime when sophomore Shane Clancy, who finished with 41 points, made two 3-pointers. The Hornets led by seven with two minutes remaining, but Ferrum rallied. Junior forward John Breedlove made two free throws that sent the game to the second overtime, tied at 96.
The Panthers found themselves down by four in the second extra period and had to rally again. Scarborough, a 6-foot-2 senior guard, made the game-winning basket with 25 seconds left. Shenandoah got the ball back, but Phil Dixon's shot at the buzzer rattled out.
Ferrum made 39 of 105 field-goal attempts (37 percent) and was 12-of-34 from 3-point range. Breedlove finished with 20 points, Quincy Quick scored 19 and Hobbs had 14 points and a team-high 21 rebounds.
Scarborough, who made seven 3-pointers, finished with six rebounds and five assists.
