The medal is awarded for outstanding noncombat meritorious achievement in service to the United States.
\ LYLBURN C. WILLIAMS, son of Clarence A. and Patricia A. Williams of 2427 Orange Ave., has been promoted in the Air Force to the rank of technical sergeant.
Williams is a 1973 graduate of William Fleming High School.
\ PFC. JOHN L. STEPHENS, son of Johnny and Wanda F. Stephens of 803 Yorkshire St., Salem, recently completed recruit training at Marine Corps Recruit Depot, Parris Island, S.C.
\ SAMUEL A. BOYD II of Roanoke and son of Samuel and Patricia Boyd recently reported for active duty with the Army.
\ PFC. TODD W. ROSEBERRY, son of Thomas W. and Anne G. Roseberry of 719 Maryland Ave., Salem, received the Air Assault Badge recently when he graduated from the Army Air Assault School at Schofield Barracks, Oahu, Hawaii.
\ AIRMAN JOHN K. CARUTHERS, son of Lewis Caruthers of 353 Highland Ave. and Beth Caruthers of 3443 Overhill Trail, recently graduated from basic training at Lackland Air Force Base, San Antonio.
\ LT. COL. STEVEN D. RIZZO, son of Bonnie J. Rizzo of 5539 Halcon Drive, has retired from the Air Force after 22 years of service.
\ 2ND LT. MATTHEW J. FOLEY, son of Francis J. and Diane H. Foley of 3520 Stonehenge Square, recently received silver wings when he graduated from pilot training at Reese Air Force Base in Lubbock, Texas.
He has been assigned to Omaha Air Force Base, Neb.
\ 2ND LT. WILLIAM M. MACMILLAN, son of William M. and Doris C. MacMillan of 7957 Forest Creek Drive, recently received silver wings when he graduated from pilot training at Reese Air Force Base in Lubbock, Texas.
\ ARMY STAFF SGT. BETTY C. BROWN has been decorated with the Meritorious Service Medal for outstanding noncombat meritorious achievement to the United States.
Her husband, Larkin, is the son of Larkin E. and Hattie M. Brown of 1308 Leon St. N.W.

MacMackin is a 1993 graduate of Lord Botetourt High School.

\ SGT. DENNIS D. MINNICK, son of Rita M. Grisso of 6480 Ran Lynn Drive, recently was promoted to his present rank.
Minnick, stationed at Marine Air Corps Station, Beaufort, S.C., received the accelerated promotion for outstanding performance of duty, proficiency and professional abilities.

\ ARMY SPEC. KEVIN D. WALTERS, son of David R. and Geraldine F. Walters of 6695 Parkway Drive, recently was decorated with the Army Commendation Medal.
Walters was awarded the medal for outstanding achievement or meritorious service in the performance of his duties on behalf of the Army.
\ SEAMAN RECRUIT TRAVIS N. GOIN, son of Clayton E. and Mary N. Goin of Vinton, has completed Navy basic training at Recruit Training Command, Great Lakes, Ill.
Goin is a 1991 graduate of Staunton River High School.
\ AIR FORCE SENIOR AIRMAN EDWARD R. GIRARD, son of Jeanette Stockli of 2238 Beavers Lane, Vinton, is at Aviano Air Base, Italy, working in conjunction with the United Nations on Operation Deny Flight to enforce the no-fly zone in Bosnia-Herzegovina airspace.
Girard maintains an F-16 fighter aircraft.
