GUN BAN IN PUBLIC HOUSING IS CONSIDERED

The Clinton administration is considering a ban on guns at federally funded public housing projects as part of a new national effort to reduce high rates of violent crimes in the projects, Housing and Urban Development Secretary Henry Cisneros said Friday.

But he said the administration had not decided whether to simply allow local housing authorities to prohibit residents from owning guns or to require the housing authorities to impose the ban - an administrative step that would amount to a major new nationwide control on firearms.

The National Rifle Association immediately protested. "Obviously, it's a discriminatory gun ban, because it singles out low-income citizens and takes away their right to possess a firearm," said Bill McIntyre, an NRA spokesman.

In Richmond, Va., the state legislature blocked a previously proposed ban.
