U.N. RIGHTS CHIEF: PRIORITY WILL BE WOMEN, CHILDREN

The first U.N. high commissioner for human rights, Jose Alaya Lasso of Ecuador, said Tuesday he would focus on the problems of women and children.

"One of the most important chapters will be the rights of women," he told a news conference.

Alaya Lasso, now Ecuador's U.N. ambassador, was confirmed Monday by the General Assembly, which created the job last year. He begins work Feb. 28.

He sounded a cautious and conciliatory note Tuesday, saying he would handle his new duties "with all the delicacy needed to achieve results."
