Roby Allen Dickerson, 70, of Fuqua Street, was found about 2 p.m. Monday by a passer-by.
Dickerson's body was found behind the dam near a boat launch, city police said.
Dr. William Massello, assistant deputy chief medical examiner for Western Virginia, said Tuesday that Dickerson had drowned.
Police said they did not suspect foul play and that Dickerson's wife knew he was going to the boat launch. Massello said it appears the drowning was an accident and was not related to any health problems Dickerson may have had.
