PHONE CAMPAIGN GAINS EDUCATION BILL CHANGE

House members reeling from a phone-in blitz by angry home-school advocates moved Wednesday to remove wording from an education bill.

Democrat and Republican education leaders agreed to make clear that certification requirements for teachers in states receiving federal funds would not apply to home-school teachers.

The House begins debate Thursday on the Improving America's Schools Act, which extends for five years the authorization of most federal elementary and secondary education programs.

The phone campaign took off after home-school groups zeroed in on a provision that would have required local school districts receiving federal funds for a teacher development program to ensure that all full-time teachers in their district are certified to teach the academic subjects to which they are assigned.
