Osborne and Root each eclipsed the 1,000-points mark for their careers. Each has 1,014.
Osborne hit seven of 13 field-goal attempts and made all eight of her free throws. Root was 5-of-9 from the floor and 7-of-8 on free throws.
Tech connected 28-of-34 free throws, and the Green Wave was 8-of-17.
The Hokies won their 24th consecutive game at Cassell, tied for the fifth longest home winning streak in Division I.
Keisha Johnson led Tulane (14-10, 4-6) with 21 points. Kim Bryant added 15 points and 10 rebounds and Christy Thomaskutty scored 12.
The Hokies play host to 19th-ranked Southern Mississippi, which leads the Metro, Monday at 7 p.m. The Golden Eagles are led by Janice Felder, who on Saturday became the school's all-time leading scorer in a 70-61 victory over UNC Charlotte. Felder, who scored 11 points, has 2,143 points, more than anyone in either the men's or women's programs. Nick Revon, who played from 1950 through 1954, scored 2,135 points.
