"It's about as bad an act as I've heard in 20 years on the bench," U.S. District Judge Calvitt Clarke Jr. said in sentencing Darryl Q. Smith.
Smith, 33, also was ordered to pay $10,000 restitution to his victim, Stefanie Hawkins, but Clarke noted that Smith doesn't have any money.
Hawkins testified at Smith's sentencing hearing that she lost one of her kidneys and her gallbladder as a result of the shooting.
Her medical bills totaled $55,000, and she was unable to work at her job at a dry-cleaner's for four months, she said. None of the expenses was covered by insurance, although a state fund for crime victims paid about $15,000.
Hawkins, 51, was shot March 8, 1993, as she pulled into a convenience-store parking lot and got out of her car. She fled into the store, where employees and customers shielded her from the pursuing Smith.
Smith then drove off in her car and, a few minutes later, encountered teacher Donna L. Harrison in the parking lot of the middle school where Harrison worked. Smith shot her to death.
Police said Smith did not know either woman. He was captured later that day near where Hawkins' abandoned car was found.
