U.S., RUSSIA PLAN JOINT MANEUVERS

Some 250 U.S. troops will hold joint maneuvers this summer with the Russian military, the first such exercises in Russia.

Monday's announcement signaled that despite difference over Yugoslavia and other issues, Russia and the United States want to continue moving away from to continue moving away from the tense decades of Cold War confrontation.
