KISSINGER IN S. AFRICA FOR MEDIATION

JOHANNESBURG, South Africa - Saying South Africa was on the verge of a historic achievement, Henry Kissinger arrived Tuesday to try to ensure that the nation's first all-race elections were not derailed.

The former U.S. secretary of state leads a team of seven foreign mediators who will attempt to break a deadlock between the Zulu nationalist Inkatha Freedom Party and the African National Congress over upcoming elections.

Addressing reporters hours after the team's arrival, Kissinger said South Africa is in sight of a ``tremendous achievement of the human spirit'' - the creation of a multi-racial, pluralistic democracy following the demise of apartheid. The senior jurists, academics and diplomats from six countries were to retire to a secret location today with ANC, Inkatha and government representatives to attempt to reach a settlement within 10 days.
