WHEN AND HOW TO WITHDRAW FUNDS FROM IRA

For the past years, investors have enjoyed splendid returns from bond mutual funds. Since the summer of 1990, the average U.S. fund has risen nearly 49 percent, according to Lipper Analytical Services. That's just a tad under the the 52 percent racked up by the average stock-owninmg fund.

Lately, however, the news hasn't been as bright. The average U.S. bond fund dropped almost 1 percent since January; the average global bond fund dropped 3.4 percent.
