The team also set a timetable for the expected battle with stadium opponents.
Zoning statutes permit a stadium in the area as a special exception granted only after a public hearing on the construction plan. The Redskins requested the special exception and filed their preliminary site plan with the Anne Arundel County's Department of Planning and Code Enforcement.
The team also seeks two other breaks from county zoning code, Redskins project manager Walter Lynch said. Instead of installing islands of grass and trees in parking lots, which the code requires, the Redskins want to widen the buffer area between the stadium and residential communities, Lynch said.
Also, the stadium would have about 20,000 parking spaces - barely more than half of what the county code usually requires. County regulations call for one parking space for every two seats, which would mean 39,300 spaces.
The county code requires a traffic study assessing the effect on neighboring intersections. Lynch said the team also would submit a regional study in a few weeks.
The county's administrative hearing officer will set a date for a public hearing.
