The plan consolidates 11 divisions into seven and closes regional field offices in Richmond, Fairfax, Fredericksburg and Norfolk.
The plan also wipes out two management levels, eliminating deputy and assistant superintendent positions. Several of the department's 14 assistant and deputy superintendents and division chiefs were given new jobs.
William Bosher Jr., state superintendent of public instruction, said the reorganization resembles the way local schools are organized.
``The reaction from individuals all through the day has been they are ready for a tighter organization with clearly identified units, and now we just need to make it work,'' Bosher said.
Under the plan, the number of state education employees will be reduced from 385 to 365. No full-time clerical or support staff positions will be cut.
The reorganization, effective Tuesday, was based on a study that began shortly after Bosher joined the department.
