PAYNE WILL SEEK RE-ELECTION

Rep. L.F. Payne, D-Nelson County, said Friday he will seek re-election and will work to reduce the budget deficit and reform the health care system.

"I believe what the public is saying to Congress is, `Yes, fix the health care system but don't turn the system upside down in the process,''' said Payne, a member of the Ways and Means Committee considering the reform legislation.

Payne predicted that the House and Senate will have passed a "balanced and responsible health care reform bill" by the Nov.8 election.

Payne, who went to Congress after winning a special election in 1988, is being challenged by Republican George Landrith, a Charlottesville attorney.

From 1973 to 1988, Payne, a civil engineer, was a planner and administrator of the Wintergreen Resort development in Nelson County.

The district includes Bedford, most of Bedford County, Franklin County, Martinsville, Henry County and Patrick County.|
