Hayes Seay Mattern & Mattern, an architectural, engineering and planning firm based in Roanoke, has announced Miles these promotions in its business development department: MICHELLE T. MILES has been named production manager, business development. Her duties include managing the scheduling and production of technical proposals and qualification statements. Miles has been with the firm since 1979.
\ GLORIA T. BURLEIGH has been promoted to resource coordinator, business development, and is responsible for the development of marketing data and coordination of marketing resources throughout the company's 10 offices. She has been with HSMM since 1974.
\ NANCY A. PENDLETON has been promoted to graphic arts director. She is responsible for planning and directing the production of promotional material and for coordinating professional trade shows and exhibits. Pendleton has been with the company since 1984.
\ JAMES R. RICHARDSON JR. has been assigned duties as sales engineer, promoting the firm's services to private industry and selected municipal clients. Richardson, a civil engineer, has been with HSMM since 1987.

ROBERT E. BRYANT has joined Crestar Bank in Roanoke as a vice president and trust administrative officer. Bryant has been in banking since 1974, when he was employed by Colonial American National Bank. Most recently he was employed by NationsBank as vice president and trust administrative officer.
Charter Federal Savings Bank has appointed two new directors to its board. They are BILL M. BRAMMER, executive vice president-finance and treasurer of Bassett Furniture Industries, and JOHN G. WAMPLER, president and chief operating officer of Pulaski Furniture Corp.

KENNETH G. COOK JR. has joined Jerry Kirk & Associates, a physician and hospital consulting firm in Roanoke. Cook was formerly executive director of the Southwest Virginia Health Systems Agency. THOMAS G. LA VACCARE has been named director of sales at The Homestead in Hot Springs. He comes to the resort hotel from the Registry Resort in Naples, Fla., where he was national sales manager. He previously was West Coast regional sales manager in San Francisco for Benchmark Resorts and Conference Centers, was national sales manager for La Costa Resort and Spa in Carlsbad, Calif., and was regional director of sales and marketing for San Diego, Calif.-based Calmark Hospitality Systems. She will be responsible for producing the council's major publications and working with the media, volunteers, and various groups and programs. TERESA McDANIEL has returned to John Norman Clothiers as assistant woman's buyer and merchandising and display manager. Based at the company's Tanglewood store, McDaniel will also be in sales. McDaniel managed John Norman's Valley View store from 1987 to 1991, when she left the company.
