JAPANESE PREMIER NAMES HIS CABINET

After three weeks in limbo, Japan finally has a government - if that term can be applied to a shaky coalition deprived of a majority in Parliament and with little hope of doing much about the country's problems.

Shortly after naming his Cabinet on Thursday, Prime Minister Tsutomu Hata acknowledged that solving such pressing issues as tax reform and trade frictions with the United States will not be easy.

``As this administration is built on a minority coalition, I expect we'll face an extremely difficult situation,'' he said at a news conference.
