Teutenberg, who also won the second stage, outsprinted Djamolidin Abdujaparov of Uzbekistan, one of the sport's top pro sprinters, by a half-wheel length to claim the Asheville-to-Charlotte road race in 5 hours, 35 minutes, 28 seconds.
Abdujaparov, who won three sprinting stages in last year's Tour de France and is known for his finish-line aggression, was second. Frederic Moncassin of France was third, both in the same time as the winner.
Viatcheslav Ekimov, 28, the eight-time world track titlist, remained the overall leader for the fourth straight day, finishing 17th, one position ahead of Lance Armstrong, both in the same time as the winner.
"I wasn't on Lance's wheel the whole day, but I was always watching him," said Ekimov, who took the leader's jersey last Monday with a dominating time trial win in Roanoke, Va. "There are two days to go, and no one knows what will happen. But I have the best chance, and I am completely cool."
Ekimov leads Armstrong, the second-year pro from Austin, Texas, by 34 seconds. Andrea Chiurato of Italy is third overall, 36 seconds behind, and is the only other rider within one minute of the lead. Chiurato finished 16th in the ninth stage.
Armstrong, 22, the reigning world road titlist, attacked with about 2 miles left on the final circuits in an attempt to claim a 10-second winning bonus. But Ekimov constantly shadowed his pursuer.
The race concludes Sunday.
