Clearly the crisis in Rwanda, where 200,000 people were massacred in one week, is not an incident, but a process whih a deep historical and social basis. It's the result of a history of oppression and counter oppression; and after decades of longstanding bitterness, each group ceases to view the other as human.

The current bloodbath is deeply rooted in the politics of interethnic conflict. Unlike the United States, Rwanda does not have strong democratic structures to facilitate peaceful and stable processes of power competition. Thus the modus operandi for decision-making and resource allocation is based on ethnic loyalty, which was shaped by a myth.
