PANEL REVAMPS JAIL PLAN - MINUS CARROLL COUNTY

A regional jail committee began looking at a scaled-down version of its project Thursday.

Carroll County has dropped out of the project, leaving Radford and the counties of Pulaski, Floyd, Giles and Grayson as participants, facing several deadlines soon.

They have until the end of June to complete a financial plan to qualify for 50 percent state funding. They also must submit applications soon for a low-interest loan or grant from the Farmers Home Administration.

The committee is considering a proposal by Carter Kaplan & Co. and Wheat First Butcher Singer to underwrite the project's financing. Ned Smithers of Carter Kaplan told the group that his company would generate the numbers needed for the state plan and FmHA application once Thompson & Litton, the engineering company working on the project, revises the jail plan without Carroll.

Carroll County Administrator Billy Mitchell had been jail committee chairman. The group chose Assistant Radford City Manager Bob Lloyd to succeed him.

Now that the Carroll County site is eliminated, the group discussed other potential sites in a closed session. Lloyd later said no site decision has been made.

The Carroll site had been rated best for the project, and a Pulaski County site was next in line at that time.

Lloyd said the group may approach Carroll and Wythe counties to reconsider their participation when new information is available. Wythe dropped out last year.
