E. BRUCE WILSIE has joined Scott Insurance as vice president, regional branch manager of the Roanoke office.
Wilsie is a graduate of Washington and Lee University and received his master of business administration degree from Boston University.
He has been in the insurance business since 1975 in the Roanoke area and was most recently branch manager of Johnson & Higgins of Virginia's Roanoke office.
BANKING
ROBERT R. FRANTZ has been promoted to assistant vice president at Signet Bank. He is a relationship manager in the Roanoke small business section. Frantz joined the bank in 1990 as a commercial officer. Before that, he operated his own business. He also was previously employed by NCNB National Bank of Florida in Tampa.
COMPUTER SERVICES
JOHN B. CARPENTER and INGRID L. GRAYBEAL are heading Richmond-based Broughton Systems Inc.'s Roanoke operation as part of its western region expansion. Both are senior staff consultants. Also, staff consultant VICKI K. HAVENS joins the firm's Roanoke office. The firm supplies computer professionals on a contract and project basis, providing a full range of computer systems consulting services.
HEALTH CARE
DAVID L. KEELEY has been named administrator of Avante at Roanoke, a nursing and rehabilitation residence. Keeley has 10 years' experience in health care management. He formerly was with Carilion Health System's Burrell Nursing Center.
SYLVIA O. KELLEY has been appointed director of admission services at the Berkshire Health Care Center in Vinton. She comes from a Medical Facilities of America nursing center in Richmond and has 14 years of long-term care experience.
MANUFACTURING
CHUCK WIMBISH has been promoted to general manager of Bassett Furniture Industries' Weiman division. Formerly national sales manager, he will oversee management of all sales, marketing and product development of the division's upholstery and table products. Reporting to Wimbush will be JACK denBOER, Weiman's new director of merchandising. Also, LEE JACOBSEN has joined the division as a design consultant.
MEDIA
MARIETTA CLARK has joined WSLC/Q99 radio station as community club awards director. She will help raise funds for nonprofit clubs and service organizations as a public service activity of the station. Most recently, Clark was project director for the Shenandoah Club in Roanoke.

RESTAURANTS
CHARLES CHANG, executive chef and owner of Fiji Island Restaurant in Roanoke, was recently inducted into the American Academy of Chefs, the honor society of chefs in the United States established by the American Culinary Federation Inc. Chang is the first culinary professional in southwestern Virginia to enter the academy.
