Cynthia Elliott and James Mason Harper are engaged and planning to be married September 30, 1994 in Richmond, Va. She is a daughter of Mrs. Roy Elliott and the late Mr. Roy Elliott. She was a graduate of North Cross High School in Roanoke and graduated from the University of Richmond. She is employed by The Medical Society of Virginia. He is a son of Mr. and Mrs. James Harper of Richmond. He is a graduate of Midlothian High School and Emory and Henry College. He is employed by the Department of Environmental Quality.

Ms. Jane MacQueen is pleased to announce the engagement of her daughter, Elizabeth Anne Ellis, to Todd Franklin Hearp, son of Mr. and Mrs. Eddie F. Hearp of Roanoke. Marilla, Sr. He grad uated from Blacksburg High School in 1990 and attended Radford University. He is currently a Petty Officer Third Class Select in the United States Navy, stationed on the U.S.S. John F. Kennedy in Philadelphia, Pa. They plan to be married on December 3, 1994.

""Jack"" Simpson, Jr. of Hinton, West Virginia are proud to announce the engagement of their daughter, Lisa Yvonne Harper, to Keith Alan Keiper of Dublin, Virg inia, son of Mr. and Mrs. John McClintock of Manassas, Virginia and the late Clarence Keiper. Lisa is a graduate of Hinton High School and Concord College. She holds a Master of Science Degree in Counseling Psychology from Radford University. Lisa is currently employed as Assistant Director/Area Coordinator of Residential Life by Radford University in Radford, Virginia.
Keith is a graduate of Osbourn High School and Radford University with a Master of Science Degree in College Student Personnel. Keith is employed as the Director of Student Life/Center at Radford University.
The couple will be married at 7:30 p.m. on July 23 in an outdoor ceremony at the Claytor Lake Homestead Inn, Draper, Virginia.
