The rejection of the final plat for the Luster's Mill subdivision off Harding Road left the developers puzzled, if not stunned, and surprised some county officials.
The measure failed because of a 3-3 tie. Supervisor Joe Stewart abstained because he wanted to see the property before voting. It could be reconsidered next week if one of the three men who voted against it, Joe Gorman, Ira Long or Jim Moore, agrees to allow it back on the table.
Three couples - Mike and Vickie Eggleston, Joe and Kay Hunnings and Keith and Cindy Wood - proposed subdividing 139 acres with a view of Paris Mountain into nine lots, each served by individual wells and septic systems.
The subdivision met the requirements of the county's ordinance and was recommended for approval by the Planning Commission in April. It is the first in the county to employ open-space concepts to locate the home sites and lots in ways that will preserve both trees, pasture and flood plain, said county Planning Director Joe Powers.
But the placement of most of the drainfields for the septic systems on three large lots raised a red flag for Gorman. To protect the county's water supply, he wants the board to take a tougher stance on subdivisions using septic systems.
