POWER, GAS BILL FORMULAS DISAGREE

Companies that kept homes warm during winter's snow and ice have different views of what customers paid in heating bills.

Roanoke Gas Co. said last winter was colder than normal and will not include that higher gas consumption in computing bills for customers on its monthly billing plan. That plan, which begins July 1, allows customers to budget a level payment for 11 months of the year.
