WASHINGTON - President Clinton announced Wednesday he plans to nominate Del. Alan Diamonstein, D-Newport News, to be a member of the board of the National Corporation for Housing Partnerships.
The board oversees corporation activities relating to the provision of housing for low- and moderate-income families.
Diamonstein, a partner in the law firm of Diamonstein and Staley, is chairman of the Virginia Housing Study Commission.

DNA tests may set accused rapist free
LOVINGSTON - A man serving time for rape could be set free by DNA tests initiated by a prisoners advocacy group, the Nelson County commonwealth's attorney said.
The findings of the DNA tests ``cast serious doubt'' on the guilt of Edward W. Honaker, Commonwealth's Attorney Phillip D. Payne said Tuesday.
Honaker was convicted in 1985 of a series of crimes including the June 1983 rape of a woman on the Blue Ridge Parkway. He is serving three life sentences, plus 34 years, at Nottoway Correctional Center.
Centurion Ministries Inc. of Princeton, N.J., responded to pleas for help from Honaker by commissioning the initial DNA tests on evidence in the case.
In April, Payne ordered another set of DNA tests from the Virginia Division of Forensic Sciences. Those tests showed the same thing as Centurion Ministries' tests: The sperm taken from a vaginal swab of the victim immediately after the rape did not belong to Honaker.

Good alibi becomes damaging evidence
RUSTBURG - A Campbell County man's alibi in one crime proved to be his downfall in another.
Altavista police questioned Tyrone Moon about a series of break-ins in March. Moon denied any involvement, saying he was too busy selling drugs at the time.
Moon, 25, of Lynch Station, quickly landed in jail after officers found 4.3 grams of cocaine and more than $3,000 in his car to verify his alibi. He pleaded guilty Tuesday to possession of cocaine with intent to distribute and was sent to jail pending a sentencing hearing.

Man saves 3 boys from drowning
NORFOLK - A Newport News man dived off the side of the Hampton Roads Bridge-Tunnel and swam to the aid of three boys whose boat capsized in the waters of Willoughby Bay on Wednesday.
Daniel Scanlon swam nearly 200 yards to the boys, who were trying to keep their heads above water while fending off jellyfish.
The boys - Robert Carey, 12, Kevin Carroll, 11, and Dustin Young, 15 - had gone out on the bay in a small aluminum rowboat. They were not wearing life jackets.
