DAVID H. JENNINGS has been named the Public Works Employee of the Year for 1993-94.

Jennings was a crew leader responsible for cleaning the Central Business District in downtown Roanoke. He was recognized with a resolution and a $100 cash award.

Jennings began his career for the city of Roanoke in 1978 as a laborer cutting grass and weeds, and has not taken a sick day since 1989, according to Mayor Bowers at the City Council meeting.

\ DONNA DILLEY of Salem has been appointed director of the Roanoke County chapter of the National League of Junior Cotillions program of Charlotte, N.C.

The Junior Cotillion program features etiquette and social dance training for middle and Junior High students.

Dilley, a graduate of Lynchburg College, is a member of the Junior League of Roanoke Valley, and an active volunteer with the American Cancer Society.

\ PATRICIA A. DAGENAIS of Roanoke and a Modern Woodmen of America district representative, has completed a five-day educational program at the fraternal life insurance society's home office in Rock Island, Ill.

The program reinforced the concepts of sound financial planning for families through the company's life insurance plans, annuities and IRAs. Dagenais was one of 31 life insurance representatives who attended the program.

\ O. WADE LANIER of Roanoke recently participated in The Chubb Life Companies' annual White Mountain Club conference in Maui, Hawaii.

The meeting honored the top 20 percent of the company's independent agents from thoughout the United States.

\ WILLIAM H. SPENCER III, general agent in Roanoke for The Franklin Life Insurance Co., has qualified for the company's Circle of Champions Club.

The club is a national honor organization of the company's most successful managers. Spencer's qualification was based upon outstanding recruiting activity during the month of March.

\ VERLA L. WHITLOCK of Roanoke has retired after 34 years of employment as secretary-treasurer with Motley & Associates, formerly Smithey & Boynton Architects andAssociates.

The mayor's office for the city of Roanoke honored Whitlock by proclaiming "Vera L. Whitlock Day" on May 31.

\ JOHN C. BRAKE has qualified for Kansas City Life Insurance Company's 1994 Top Hatters Conference.

Brake, a general agent for the company, was one of 31 qualifiers from among more than 1,600 agents.

\ JERRY O. MOFIELD, a personal financial planner with the Roanoke office of IDS Financial Services Inc., has been named to the IDS Silver Team.

\ ANDREA MULLINS, an agent with the Principal Financial Group received the Roanoke's Office Marketer of the Year Award and was named "Rookie of the Year" for the North Carolina/Southwest Virginia Agency in January.

The Rookie award is given to agents with less than two years experience who meet certain qualifications and production goals.

Mulliins also qualified for the Premier Club in San Fransisco, Calif., where she received honors as fifth place "Rookie of the Year" company wide.

Mullins specializes in employee benefit planning.

\ RAYMOND P. SMITH, fleet maintenance manager for Roanoke Restaurant Service Inc. in Salem, has been named a certified private fleet manager by the National Private Truck Council.

The designation honors a fleet manager's education and professional experience.

Smith is one of 100 people who have earned this title.

\ LEE F. BROOKS, a personal financial planner with IDS Financial Services Inc., has been named a certified financial planner by the International Board of Standards and Practices for Certified Financial Planners Inc.

Brooks, a graduate of Hampden-Sydney College, is a member of the International Association for Financial Planning and serves on the board of directors of Camp Virginia Jaycee and the executive committee of the Roanoke Symphony Volunteer Association.

\ ROY M. CARPENTER of Roanoke has received the T.P.A. Merit Award from the Virginia Division of the Travelers Protective Association of America.

The award recognizes members' volunteer work. Carpenter's activities in the association involve safety and community service programs.

\ TONYA D. MITCHEM has been elected operations officer of First Union National Bank of Virginia.

The operations officer is responsible for the proof department service for offices in Roanoke, Martinsville, Bedford, Blacksburg and other parts of Western Virginia and the Shenandoah Valley.

Mitchem is a graduate of National Business College and joined the bank's item processing department in 1985.

\ JAMES E. COOK, son of Mr. and Mrs. Charles E. Cook of Roanoke, has been elected systems officer of Wachovia Operational Services Corp. in Winston-Salem, N.C. He is a senior analyst/programmer in the information services group.

\ ROBIN R. KAHL of Ferguson Andrews & Assoc. Inc. in Roanoke has been named to the 1994 Captain's Club of PLANCO, a wholesaler of fixed and variable annuities. She was named because of her efforts to help her clients with their retirement planning. Kahl has 14 years of experience in the financial services and investment counseling field. This is the second time she has received this honor.

\ LIN CHAFF PUBLIC RELATIONS & ADVERTISING INC. of Roanoke has been named "Employer of the Year" by business students in the Cooperative Office Education program at Patrick Henry High School. The criteria for the award include acting as a positive role model to guide students in the development of work ethics and appreciation of business, as well as giving students an opportunity to develop and refine their skills by providing a variety of work experiences.

The firm has been affiliated with Patrick Henry's COE program for five years.
