FIRST AIDS CZAR RESIGNS

WASHINGTON - Kristine Gebbie resigned on Friday as the nation's first National AIDS coordinator, saying she reached ``a mutual agreement'' with President Clinton to step aside no later than Aug. 2.

Clinton accepted the resignation, saying Gebbie had served ``ably and with dedication.''

In her resignation letter, Gebbie did not directly address the reasons for her departure.

But she said the next AIDS administrator ``must have the tools necessary to take on this position and achieve success and confidence within the AIDS community.''

She said the Clinton administration has recognized the magnitude of the AIDS epidemic and has ``legitimized the struggles of Americans living with HIV and AIDS.''
