North said Democratic Sen. Charles Robb has supported the Clinton administration's imposition of unfunded mandates on state and local governments. Unfunded mandates are federal laws adopted without money appropriated to pay for their implementation.
``Quite frankly, if Chuck Robb spent as much time dealing with the problems of the families of Virginia as he does trying to dance to the beat of the Clinton drum, we would be better off,'' North said. ``We are all paying the price for unfunded mandates and the ineptness of this administration.''
Independent candidate Marshall Coleman also took issue Monday with federal mandates. Coleman, a former Republican state attorney general, said he supports Gov. George Allen in the state's dispute with the Environmental Protection Agency over automobile-emission inspections in Northern Virginia.
Coleman said the EPA is trying to impose a regulatory straitjacket on the state by insisting that Virginia open state-run stations for emissions inspections on all vehicles. The Allen administration's plan would offer such state inspections for cars five years old and older, but the EPA opposes that.
The EPA ``is wrong to insist that only its cookie-cutter, one-size-fits-all approach can reduce air pollution,'' Coleman said.
The race's other independent candidate, former Democratic Gov. Douglas Wilder, came out swinging against Robb. Wilder issued a statement Monday attacking Robb for accepting political action committee money.
``Time and again, Chuck Robb has demonstrated that his vote can be bought,'' Wilder said. ``These PAC contributions are further evidence.''
