FDA DEBATING ADDICTIVENESS OF NICOTINE

Scientists began debating the addictiveness of nicotine Monday, using as a case study an experimental nicotine nasal spray to help hard-core smokers quit.

Fearing abuse, the scientists recommended that the Food and Drug Administration allow sales only with prescriptions, strong warnings about its danger and a limit on refills.

It was a prelude to the bitter fight the advisory committee will hear today, when the FDA asks the committee to determine the level at which nicotine in cigarettes becomes addictive.
