HEALTH REFORM TO FAIL?

On the eve of historic debate, health reform came under the threat of a senate filibuster Monday from conservative critics who charged the White House-backed measure would raise taxes too high and grant government too large a role.

"Am I willing to use every power I have as a member of the U.S. Senate to stop a government takeover of health care in America?" said Phil Gramm, R-Texas, a likely contender for the 1996 GOP presidential nomination.
