LAWS SOON MAY APPLY TO CONGRESS

The same people who write the laws soon may have to start abiding by them.

The House overwhelmingly passed a bill Wednesday that would subject its members to many of the same laws that other employers have to obey - such as prohibitions on job discrimination and maintaining safe workplaces. The vote was 427 to 4, with another four members not voting.

In the past, some in Congress have used the separation-of-powers doctrine or the Constitution's speech-and-debate clause to justify the legislative branch's exemption from such laws.
