The rookie driver from Scotland Neck, N.C., qualified on the pole and led all 100 laps of the Goody's Dash race that was part of the Dooley Printing/PSK Radio 300 at New River Valley Speedway.
It was the second win of Winslow's short career.
"It wasn't an easy win," said Winslow following his one-second victory. "I had to hold the other drivers off on the restarts."
The last of those restarts came three laps from the end of the race.
Winslow had built up a five-second lead when Chris Brown spun in turn 4 on lap 94.
"I was backing off to save my tires," said Winslow, who picked up local sponsorship from Kingery Brothers Country Store in Roanoke just for the race.
Since the caution came out, Winslow now had to worry about fending off Will Hobgood of Winnsoboro, S.C. However, he didn't have much to worry about.
Winslow had cool tires because he had been taking it easy. Thus he got a good jump on the rest of the field in his Chevrolet Cavalier.
Then instead of challenging for the lead, Hobgood found himself being challenged.
And on the last lap, both Larry Caudill of North Wilksboro, N.C., and Johnny Chapman of Stony Point, S.C., passed Hobgood.
When the passing was done, Caudill ended up second in a Dodge Daytona, Chapman third in a Cavalier and Hobgood fourth in a Pontiac Sunbird.
The late-race caution also allowed rookie B.J. Mackey of Rock Hill, S.C., to get by Mickey York for fifth place with two laps remaining.
York, from Ashboro, N.C., entered the race with two straight victories. He ended up sixth.
Until the late caution, Winslow had not had a challenge in almost 40 laps. The last time Hobgood was in position to make a pass was lap 57.
But after Hobgood briefly looked inside to attempt a pass for the lead, Winslow pulled away.
The race was slowed by five cautions for a total of 18 laps. Three of those cautions came in a 20-lap stretch beginning at lap 28.
Cautions slowed the average speed of the race to 61 mph.
