North, a Republican who gained national attention for his role in the Iran-Contra affair, hopes to run fund-raising advertisements on Little Rock television stations.
Mark Merritt, North's deputy campaign manager, said it is no coincidence that the ads will be aired in President Clinton's home state.
"That's where people know best what Bill Clinton's policies do," Merritt said Friday. "People there have had to live under his policies."
North is opposed by Democratic incumbent Sen. Charles Robb and two independents - former Democratic Gov. Douglas Wilder and former Republican Attorney General Marshall Coleman.
North hopes to link Robb with Clinton. Merritt said North's goal is to "clear Clinton's liberal cronies from Congress, and Chuck Robb is one of those."
Plans for the ads will be finalized in several weeks, Merritt said. He said the campaign is researching the cost and availability of time slots in Little Rock, San Antonio, Texas, and other locations.
The format is likely to be a 30-minute program broadcast late at night, Merritt said. The commercials would provide viewers with a telephone number and ask them to contribute to North's campaign.
Merritt said Virginia, Texas, Florida and California have been the leaders in campaign donations and that North has fared well in Arkansas.
All four candidates are expected to raise money nationwide, but North's plan is believed to be the first for a state's candidate to advertise on television so far from home.
