The ATR-42 twin-turboprop aircraft, flying from the southern city of Agadir to Casablanca, crashed Sunday night 10 minutes after takeoff.
The 40 passengers included eight Italian tourists, five Frenchmen and four Dutch, the state-owned airline said. The four-member crew also died.
The dead also included a Kuwaiti prince identified as Ali al-Mahmoud al-Jabir al-Sabah, 38, brother of the Kuwaiti defense minister, the airline said.
It was not immediately known what caused the crash.
Weather was not suspected to have been a problem.
