BABY BELLS WIN RULING

Telephone companies, including Bell Atlantic-Virginia, seeking to provide cable services over their lines don't need to obtain costly franchises from local governments, a federal appeals court in Washington ruled Friday.

The decision, which affirms Federal Communications Commission policy, was a setback to the cable industry, a disappointment to local governments and a victory for consumers.
