JIM LUCY has been hired as vice president of Dominion Metallurgical Inc., a Roanoke company specializing in the engineering and supply of castings, machining, heat treating, fabrication and sub-assembly for industries.
Lucy comes to Dominion Metallurgical after 24 years with Intermet Corp.'s Lower Basin plant in Lynchburg, where he was most recently manager of manufacturing. Intermet, based in Atlanta, also operates a foundry in Radford.
Lucy will manage Dominion's Lynchburg office.
BANKING
CAROLYN C. ALLEY of Vinton has been named vice president and trust officer/charitable funds and IRA specialist, Roanoke personal trust administration of First Union Capital Management Group, a subsidiary of First Union Bank Corp. She was formerly investment administrator of Dominion Trust Co. from 1982 to 1993. She joined the bank, then known as First National Exchange Bank, in 1971.

SAMUEL A. LOWMAN JR. has joined the account development staff of Chaney, Thomas, Stephenson & Hill Inc. He previously held sales positions with Carter Machinery Co. and Roanoke Restaurant Service.

ANTHONY F. ANDERSON, a Roanoke trial attorney, has been appointed to the board of governors of the criminal law section of the Virginia State Bar for a three-year term. Also, PHILLIP V. ANDERSON, a partner in the firm of Gentry Locke Rakes & Moore, has been elected chairman of the Bar's 8th District disciplinary commitee for a one-year term, and J. RUDY AUSTIN, also a partner of Gentry Locke Rakes & Moore, has been re-elected vice-chairman of the disciplinary board for a one-year term.

WILLIAM H. FRALIN JR. has been appointed by Gov. George Allen to the board of trustees of the Virginia Museum of Natural History in Martinsville for a five-year term. Fralin is an attorney with Roanoke law firm Jolly, Place, Fralin and Prillaman.
