STRIKE FORCE SUMMARY

To Virginia environmentalists, much of the language in the strike force's suggestions to reform the state's natural resources agencies sounds like dirty words.

Private property rights, sound science, cost/benefit analysis, market-driven incentives and private sector management are notions espoused by the national wise-use movement, a conservative-based reaction to the environmental heyday of the past two decades.
