DR. HETZAL HARTLEY has been named medical director of Carilion Occupational Health Services, a department of Community Hospital of Roanoke Valley specializing in business and industrial medicine.
He comes to Carilion from Medac Urgent Care, an occupational medical clinic in Wilmington, N.C., where he was medical director. He is a member of the American College of Occupational and Environmental Medicine.
Hartley's certifications include advanced cardiac life support provider, National Board of Medical Examiners Diplomate, advanced trauma life support instructor, multiplace hyperbaric chamber operations and advanced burn life support provider. He was twice nominated as outstanding flight surgeon of the year for the Malcolm C. Grow Award, U.S. Air Force.
BANKING
STEPHEN FORBES DOWNIE has been promoted to vice president of commercial banking at First Union National Bank of Virginia. He will be responsible for providing services in Roanoke, Bedford and Lynchburg.

DWAYNE WEIKEL has joined BTI Telecommunications Services in Roanoke as a communications analyst. BTI is a long-distance company with corporate headquarters in Raleigh, N.C.

DANIEL H. FENDLEY has been promoted to vice president of project management with Martin Bros. Contractors Inc. in Roanoke. The 16-year veteran of the construction business joined Martin Bros. in 1990. He is a director of the Construction Specifications Institute. Also at Martin Bros., TIMOTHY L. BARNETT has been named vice president of estimating. He has been in the construction industry for 14 years and joined the company in 1990. He will be responsible for short-term projects for local businesses as well as bidding, project negotiations and business development.

ALICE BARR DOOLEY has joined Ferguson, Andrews & Associates in Roanoke as an account executive. She was previously with Dominion Trust Co. and with Dominion Discount Brokerage. J. SCOT TEACHOUT has joined Thomas Rutherfoord Inc. as division manager-marketing. Teachout was formerly client service director for Alexander & Alexander's risk management division in Florida.

THOMAS A. LEGGETTE, a principal in the firm of Woods, Rogers & Hazlegrove, has been appointed to chairman of the auto, land air transportation and casualty insurance section of the Federation of Insurance and Corporate Counsel, an international organization.
Leggette is also a member of the faculty for the business torts program being presented in Virginia by the committee on continuing education of the Virginia Law Foundation. He will be lecturing on the fiduciary relationship and its breach. He has been a faculty member for various continuing education programs since 1988.
