MACEDONIAN LEADER APPARENTLY WINS VOTE

The moderate president of Macedonia, credited with the best chance of curbing nationalist passions, appeared to have won the general election, but observers Monday criticized serious flaws in the balloting.

No official results were available from the voting Sunday in the former Yugoslav republic, and it was unknown how long the hand-counting of ballots would take.

The only results were compiled by independent A-1 television, which asked the electoral officials of the parties for their own count. Gligorov's party said he had received about 72 percent.
