Goins, 20, who is being sought by authorities from Richmond to New York, also was indicted Monday on two counts of malicious wounding and seven counts of using a firearm in a felony.
Deputy Commonwealth's Attorney James L. Banks Jr. said the grand jury was called into special session in the hope that the indictments ``would get more attention from jurisdictions outside of Richmond.''
``We can't really speculate right now'' on where Goins might be, Banks said. ``We're hoping this will help get him a little quicker.''
Killed in what has been called one of the worst mass slayings in Richmond's history were Daphne Jones, 29; three of her five children, Robert Jones, 3, David Jones, 4, and Nicole Jones, 9; and James Nathaniel Randolph, 35. Randolph was Daphne Jones' boyfriend and the father of Nicole.
Two other children, Tamika Jones, 14, and Kenya Jones, 18 months, were wounded. Tamika Jones was seven months pregnant and lost her fetus. Relatives said Goins was the father, and police believe the shootings stemmed from a domestic dispute.
City Manager Robert C. Bobb said Monday that when Tamika Jones is released from the hospital, she will be given around-the-clock protection by the city.
Bobb said he didn't know how much it would cost ``but it's not going to be inexpensive.'' The money, he said, will come from the city's witness protection program.
``We still have to protect our case, our only witness,'' he said. ``She is our case.''
