The fuel factor is the portion of the monthly electric bill that pays for fuel used to generate electricity. Virginia Power had asked for $25 million.
The order, effective Tuesday, will increase the average winter bill for 1,000 kilowatt-hours of electricity by 20 cents, to $84.97. The company's request would have increased the bill by 50 cents.
Virginia Power has been able to hold the line on fuel costs for several years, and ``even if the request had been approved in full, our per kilowatt-hour fuel charge would be almost 15 percent lower than it was in 1989,'' said spokesman Bill Byrd.
The SCC said it granted a smaller rate increase because it expects Virginia Power's excellent performance at its four nuclear units to continue. With the nuclear units operating, the company avoids buying fuel for more expensive generating options.
