WILLIAM D. KERR has been named senior vice president and chief administrative officer of Piedmont BankGroup Inc., based in Martinsville. He will be responsible for overseeing support service to the company's six member banks, including funds control, information, support, and corporate marketing services.
Kerr joined Piedmont BankGroup in July 1977 as its general auditor and was also secretary and assistant treasurer of Piedmont BankGroup Inc., the bank's holding company which was formed that year. Before that, he was audit manager of First Tennessee Bank based in Knoxville.
AGRICULTURE
T.D. STEELE of Roanoke has been elected a delegate to the American Angus Association meeting in Louisville, Ky. He is one of 288 Angus breeders who have been elected by fellow members of their state association to serve as a representative at the annual meeting.
GOVERNMENT
ARTHUR M. WHITTAKER SR. has been appointed to the Roanoke Regional Airport Commission by the Roanoke County Board of Supervisors. Whittaker, 40-year veteran of the airline industry, will fill the unexpired four-year term of Roanoke County supervisor H. Odell "Fuzzy" Minnix. Whittaker was station manager for Piedmont Airlines in Roanoke from 1966 until he retired in 1988.
HEALTH CARE
RICHIE ALBA, administrator of Berkshire Health Care Center in Vinton, has been elected treasurer of the Virginia Health Care Association.
LAW
JOHN M. HUDDLE, a partner in the law firm of Gentry Locke Rakes & Moore in Roanoke, was recently elected chairman of the World Trade Alliance of the Blue Ridge, a commission created by the General Assembly in 1993 to facilitate international trade by area businesses. The alliance hopes to create a free trade zone within the Blue Ridge region, which would allow goods to be imported and stored, displayed or processed into finished goods within the zone without the payment of customs duties.
LENDEN A. EAKIN, president of the law firm of Rider, Thomas, Cleaveland, Ferris & Eakin, has become associated with The Education Forum as the estate planning speaker representative for Roanoke. The forum is a non-profit, public service organization and speakers bureau. Forum speakers conduct public seminars and talk with civic organizations without charge or solicitation.

THOMAS WINSTON COLE JR., president of Clark Atlanta University, has been elected to the board of directors of Westvaco Corp., which operates a bleached board division in Covington.

The American Red Cross, Appalachian Regional Blood Services, has elected new officers for 1994-95: CURTIS E. MILLS JR., Carilion Health Systems, chairman; MICHAEL URBANSKI, Woods Rogers & Hazlegrove, vice chairman: LARRY MUSSELWHITE, Musselwhite & Associates, secretary; and BILL BRANSCOM, retired from Dominion Bank, treasurer. CLEVELAND has been named interim president and chief executive officer of Old Dominion Electric Cooperative and the Virginia, Maryland and Delaware Association of Electric Cooperatives, known collectively as the Federated Organizations, which serves a cooperative in Craig and Botetourt counties.
