UPGRADING APPROVED AT RICHMOND AIRPORT

Two Richmond planning groups have approved plans to upgrade the passenger terminal, parking lots, roads and concourse at Richmond International Airport.

The Richmond Regional Planning District Commission and the Metropolitan Planning Organization also approved plans Thursday to create a regional cargo hub at the airport.

The Capital Region Airport Commission estimated the project would cost $224 million. The commission estimated work would run through 2000.

No funding has been approved, but officials said they may call on the more than 40 counties that use the airport to contribute to the project.

Expansion cannot happen ``without the recognition that we are a region and that we must lose some of our parochialism,'' said Raymond J. Klotz Jr., chairman of the RRPDC.
