The police officer, working as a security guard for Crossroads Mall, tried just after 8 p.m. to arrest a man suspected of shoplifting.
Roanoke police said the officer chased the man on foot for more than a mile, shouting to motorists and pedestrians to call 911 for assistance.
The man stopped several times and gestured toward the officer as though he were pointing a gun, the police statement said.
Behind Papa D's restaurant on Williamson Road, the man lost his balance and fell down an embankment. When the officer reached the crest of the hill, the statement said, he could hear moaning, as though the man was hurt.
Then two shots from a small-caliber weapon were fired. The officer fired one round down the embankment before taking cover. He was not injured.
An arrest warrant was issued for the man, whom police said they recognized from previous encounters.
