Authorities said officer David L. Holcolme was responding to a report of speeding and reckless driving Thursday night when he found Paul B. Hinkle, 39, sitting in a car. Holcolme said he saw a revolver in the passenger's seat and wrestled Hinkle out of the car.
Hinkle was arrested on charges of transporting a loaded firearm and being drunk in public. After questioning, Hinkle was charged in the shootings of his brother and his brother's girlfriend at a motel earlier that night.
Authorities said Janet L. Cope, 40, died at the scene. William Hinkle, 35, was in critical condition Saturday at Sentara Norfolk General Hospital.
Hinkle was being held in the Virginia Beach City Jail without bond on charges of first-degree murder and malicious assault and two counts of using a gun to commit a felony.
