Philipps had been a professor of tax law since 1980, teaching courses on individual and business taxation and tax policy.
A native of Wheeling, W.Va., Philipps received his bachelor's of science from Wheeling College in 1962. He went on to earn a juris doctorate from Georgetown University. He was a Ford Foundation Fellow at Harvard Law School, where he earned a master's degree in 1966.
Prior to coming to W&L, Philipps taught at Loyola Law School and West Virginia University College of Law.
In 1993, he spent his sabbatical as a law clerk to U.S. District Judge Fredrick Stamp.
He is survived by his wife, Sandra Lee Philipps of Lexington, and two daughters, Cecelia Marie and Melissa Anne Philipps, both of Richmond.
