The discovery of the smooth coneflower in the path of the "smart" road in Montgomery County prompted the state to devise two alternative routes for the road. The Virginia Department of Transportation knew of the existence of a Civil War-era cemetery, but its existence did not lead to the design of the alternative routes. A story Monday may not have made that distinction clear.
