AN INTERNAL committee in the Roanoke Police Department was exploring the idea of a community-oriented policing program before a mayor's task force on community relations was formed in 1990. An editorial Wednesday said COPE was not initiated by the department. But, after the task force urged the police to have a greater presence in the black community, the department started the COPE program in August 1991.
